Traffic Superintendent

Salary: $50,000/year (DOE)

Summary:
The City of Russellville is seeking a qualified professional to manage traffic signal, signage, and pavement marking operations. This position combines supervisory, managerial, maintenance, and repair responsibilities to ensure safe and efficient traffic management throughout the city.

Essential Duties & Responsibilities:

Provide excellent customer service and maintain positive working relationships with internal and external stakeholders.
Supervise staff, including hiring, training, assigning work, performance management, and ensuring compliance with city policies and laws.
Manage the traffic control budget, personnel, and project resources.
Oversee the design, construction, operation, and maintenance of traffic signals and ITS components.
Coordinate installation, inspection, maintenance, and repair of traffic control systems, including 120V and 240V electrical systems.
Safely work at heights up to 50 feet.
Plan and implement routine and emergency maintenance for signals, signage, and pavement markings.
Manage the sign shop: fabrication, installation, inventory, and maintenance.
Develop specifications, conduct traffic studies, and coordinate signal design with the Arkansas Highway Department within the City limits.
Maintain preventative maintenance programs for traffic signals and ITS systems 24/7.
Ensure staff are trained in safety procedures and that equipment is properly maintained.
Develop communication plans for traffic corridors to optimize traffic flow.
Manage budgets, payroll, project documentation, and inventory for materials and equipment.
Coordinate underground utility locates via the Arkansas One-Call System.
Assist with decorative and trail lighting projects.
Respond to service requests from the public, contractors, and other city divisions.

Supervision Responsibilities:

Directly supervises two non-supervisory positions. Responsibilities include training, assigning work, performance evaluation, and resolving issues.

Education & Experience:

High school diploma or equivalent required.
Minimum of 5 years in traffic control operations, maintenance, and repair.
At least 3 years of supervisory experience required.
Project management experience is preferred.

Skills & Abilities:

Strong leadership, communication, and customer service skills.
Ability to read and interpret safety rules, manuals, and engineering plans.
Proficiency in using computers, hand tools, meters, traffic control software, and vehicles.
Knowledge of electrical fundamentals and safe equipment use.
Strong analytical, problem-solving, and organizational skills.

Certificates & Licenses:

Valid Arkansas Driver’s License
IMSA Certifications: Traffic Signals II and MUTCD required
Forklift Certification preferred

QUALIFICATIONS:

Applicant must be 18 years of age on date of test. Applicants must not have reached their thirty-fifth (35) birthday on the closing day of application submittal. Applicants who have at least two (2) years of previous experience as a career/full-time Firefighter with another fire department and whose years of experience when subtracted from the candidate’s age leaves a remainder of not more than thirty-two (32) years are acceptable.

The City of Russellville Parks and Recreation Department is accepting applications for Seasonal Lifeguards. This position is responsible for ensuring the safety of aquatic facility patrons through active supervision, rule enforcement, and emergency response, while also performing routine administrative and support duties. Responsible for ensuring the safety of aquatic facility patrons by preventing and responding to emergencies. Must be able to swim 200 yards using the front crawl or breaststroke, tread water without using hands for 2 minutes, dive 12 feet to retrieve an object, and swim on the back with the object for 25 yards then exit the pool without using stairs.

Work Schedule:

Pools operate 7 days a week, with shifts ranging from 5:00 a.m. to 9:00 p.m.

Essential Duties:

Monitor pool and deck areas to ensure patron safety
Enforce pool rules and established procedures
Identify and remove safety hazards or obstructions
Respond to emergencies and demonstrate proper rescue techniques
Perform additional duties as assigned by supervisory staff

Minimum Requirements:

Must be at least 16 years of age
Flexible availability, including mornings, evenings, and weekends
Ability to obtain Lifeguard, First Aid, and CPR certifications upon hire
Must successfully complete required swim and rescue skill evaluations

Pay: $13.00 per hour

Position Summary:
The City is seeking a detail-oriented Permit Technician to process building and business permit applications. This role supports the Fire, Building & Safety Division by ensuring permits comply with federal, state, and local regulations and zoning codes. Work is performed under the general supervision of the Fire Marshal/Building Official.

Key Responsibilities:

Assist customers in person, by phone, and email regarding permit applications and processes.
Review, process, upload, and track permits using EnerGov software.
Schedule inspections and maintain accurate files, reports, and records.
Prepare correspondence, memoranda, and official City documents.
Help resolve customer questions or issues and provide guidance on permit procedures.

Qualifications:
